I was thinking of something along the lines of the supernovae search program whereby
observers (in this case societies) are allocated specific areas of sky to search for
comets. In addition they could make other observations eg;
- observations of known comets eg; the Spanish group's program at
http://www.astrosurf.com/cometas-obs/
- searching for returning comets http://aerith.net/comet/recovery.html
- participating in the T3 project http://asteroidi.uai.it/t3.htm
- follow-up observations of newly discovered comets (as could be advised on this
mailing list)
- observing comets of specific interest egg; in outburst or splitting (ditto)

Martin Mobberley's book 'Hunting and imaging comets' is proving a very useful
resource and we must not forget the Comet Section handbook.
