Just in case anyone hasn't picked this up - note the date. Extract from MPEC
2013-A21: Editorial notice.

3. mpc at cfa vs obs at cfa

   The e-mail submission of observations should now be made to obs at cfa,
rather than mpc at cfa.  We are announcing a cut-off date of 2013 Mar. 1
for observation submissions to mpc at cfa.  After that date, any observation
batches sent to mpc at cfa will not be forwarded to the automated processing
routines.  The address mpc at cfa will continue as a general contact address
for the MPC.
